China’s President Hu recently visited India.
While there the two countries agreed to double bilateral trade to $40 billion by signing 13 agreements on:
1. Science
2. Space exploration
3. Agriculture
4. Education
5. Tourism
6. Nuclear energy
India and China are not the best of friends. There are lots of reasons for this, not the least of which is Pakistan and China’s close friendship.
Still, in a short visit, a couple of presidents with the help of a whole lot pre-planning were able to commit a whole lot of money to make a difference in the lives of 40% of the world’s population.
Still, one wonders just how much a $16 per person commitment over 4 years, can make.

I think your emphasis on $16 per person is pointless. The focal point should be on the fact that both China and India realize the potential for partnership in the future and that they are making commitments towards better cooperation.
